Elvis -
An interesting thought - how would you measure the values of a culture?
I believe that a culture is defined the norms and rituals of how people interact with one another. For example, do they avoid bringing up uncomfortable facts, or do they look objectively with the belief that results are only the function of a process.

What is the process of interaction as they solve problems?
Do they do it in a way that develops people's capabilities to get to the core root cause, or do they just throw "fixes" at the problem until it goes away?

These are behaviors which can be observed - though I would contend it would be difficult to apply an objective measurement to them.

About of this article focus on cultural building we need to create a culture in which their values are measurable by early, this way we know how strong our culture as an organization.

If you take just one thing from this article, in my opinion, you would be well served by, quote , ' The issue is in the thinking, not in the tools.' I've met too many people who preach tools learnt from a textbook whilst ignoring the human interface.
